This looks like an umbrella holder to me, though it would only work to carry folded umbrellas.

Ruben

Umbrella holder.

Gabriel

I had a similar setup for a baseball bat for when I had to ride through the shady neighborhoods.

KKK

Maybe its for umbrella!?

Dave

A gentleman cyclist's umbrella holder?

jorge

Umbrella ?

anniebikes

Water bottle holder.

Kevin

Fishing pole? Flag? Broom?

Greg

Possibly a cane holder?

David Flores II

Maybe this person does bike jousting and this is for his lance, or it is for a fishing pole.

Jaime Roberto

Shotgun holder.

John

Looks like a cane holder to me.

andrew

man i hope that is meant to hold an american flag

purplepeopledesign

I say polo mallet holder or walking cane.

ccthomas

Arrows! Definitely a quiver for arrows. If you see the rider, there is a bow crossed over his back. A deter for the Bubba who tosses out his minagerie of cyclist's pet-peeves.

matt

its definitely for a fishing pole, i have seen people do that in Queens, NY

john h

I think I see something in the bottom of it that looks an awful lot like loose ball bearings. Maybe it's an ammo holder for a BB gun.

Bez

I saw a window washer today in Chicago with almost this exact setup on his rear wheel to hold his poles.

toni

put an empty water bottle in there tie it to the bike and if you fall in to deep water the bottle will be a buoy.

Leo Horishny

Flag holder for the bicycle drill team this person rides with!

Sara

Bike Polo!

steve

YOGA MAT!

Hermione Granger

Obviously this is to hold his wand. He is a bicycling wizard.
