This looks like an umbrella holder to me, though it would only work to carry folded umbrellas.

I think I see something in the bottom of it that looks an awful lot like loose ball bearings. Maybe it's an ammo holder for a BB gun.

I saw a window washer today in Chicago with almost this exact setup on his rear wheel to hold his poles.

put an empty water bottle in there tie it to the bike and if you fall in to deep water the bottle will be a buoy.
