My first thought is its for a small dog/cat. The owner can throw in a small blanket and then put the animal in. The foam lagging is to cushion to dogs head as it looks over the side (and saves having to carefully arrange the blanket on each use).
But the cable ties on the cables have the sharp bit poking into the basket, so not convinced...

Looks like a dog carrier, would have thought there would be a mat in the bottom too. The cables are covered so they don't get eaten methinks...

Maybe shopping bags were getting torn on the edge of the basket/cables? (I kinda like pet carrier preparation, too).

Beeeeeer... 6 of them...glass...with long necks...
It is for a pet monkey, it has a seizure disorder from to many years in the lab, the padding keeps him from lacerating his head when a grand mal seizure occurs, and he starts flailing around in the basket, sometimes a helmet is just not enough.

It's for carrying boxes of cookies which are padded on the bottom, but still need padding around the top. You can see the cookie box strap woven through the basket.

We put our lil dog in a basket like this it would be for his paws and chin to rest on. I might do this now.
