If you are not satisfied with the paint job on your steed or want to take it to the next level, there is a tutorial on bike painting posted on Instructables.com that provides step-by-step instructions. With the aid of some tape and stickers you can let out the artist buried deep inside you.

Everything I read says painting your own frame is too much of a pain in the *** to be worthwhile.
You could always find a powder-coating specialist, although it can be a bit pricey (£60 for a steel frame in London):
