Looks like there is a basket in front under the handlebars. The bottom of the seat post appears to be what the back brake is attached to.

I have a bike with a seat post which is this type of "set back". It's a good bike but the frame is too small. I got the post so that my longer legs and I would be comfortable when riding the bike.
One bike shop guy (who is a nut job)side no it's dangerous you can get castrated. I advised him "I'm sure it has caused this injury, but a....I'm a girl maybe you hadn't noticed?" It made the bike very usable now, no more constantly pushing/sliding back on the seat all the time.

Bike polo? some players prefer to have the seat closer to the rear wheel for manoeuvrability reasons. No clue about the basket.
