This entry is a Bike Hacks classic. Trevor sent us the following way back in 2008.
I just developed a bike hack that you might like. I call it "The $4 Grocery Panniers". I wrote a how-to over at bikeforums.net. (see the forum for full instructions and more pictures).
All you need is:
* 2 reusable grocery bags
* 1/4" thick 2'x4' piece of masonite (or "hardboard" at Home Depot; same stuff used for clipboards)
* 1 bungee cord

I'd been looking for a comparatively inexpensive, recycled / recyclable, waterproof(able), made in the USA (actually in the region where I grew up) set of panniers to use for commuting and as a first foray into light touring for quite some time now and these met all my criteria. I also considered the fact that they’re made by disabled folks to be a pretty big bonus.

Another idea I wish I had before I bought a manufactured pair — a lot of bulky products (pet food, cat litter) come in these recycled plastic bags that are easily cut and have no seams, just a glued joint and sewn end for opening. The 25 pounders might be too big but I expect someone with some sewing-fu could make a waterproof pannier or carrier bag from one. Noisy but cheap.

Great idea but... I am sure I am not the first to ask this, but what happens when it rains? And these can tear quite easily in any case, right?
