What about coating that gaffer tape with some sort of resin? A decent hardware store could recommend something, I'm sure.

You'd have to cut through it to do any work on the bike, but it would at least double the pain-in-the-butt factor that is so important to keeping thieves at bay.

the gray color makes it look grungy, but yellow/brown might do a better job of keeping people away.
